Abstrak

The main problem in this study was the principle of transparency in conducting auction in Makassar City andlack of ability to develop properly based on the Regulation of the Ministry of Administrative Reform and Bureaucracy,Number 13, 2014 specifically related to the preparation and establishment of vacant job competency standards.Competency standards used in official recruitment were not still based on merit system. For instance, organizational, job,and field competencies were less clearly measured and based on nepotism. As a result, government services were notoptimally performed and thus customers were generally unsatisfied with these services. Data collection from informantsthat conducted by in-depth interviews with several officials who took part in the promotion as well as observeationobtained from promotion documents (2015–2017). It was recommended to develop a policy development model, officialsdevelopment model as the result of public service auction and service development models as a consequence of previouscompetency development.
