KERANGKA KONSEPTUAL KRITERIA PEMILIHAN PENYEDIA JASA PELAKSANA KONSTRUKSI PADA MASA TANGGAP DARURAT BENCANA MELALUI PENUNJUKAN LANGSUNG

Abstract

The author of this paper provides a brief explanation on conceptual framework for her on-going research in the
field of construction management during emergency responses, and on the benefit of the framework for her research.
The developed framework proposes for 2 (two) groups of selection criteria: (i) general criteria, that is not different from
selection criteria of pre-qualification during ‘normal’ situation, and (ii) special criteria, which emphasizes on assessment
of the ability and willingness of contractor to mobilize fast for earliest completion of emergency construction work.
In the hindsight, throughout the course of research consultation, the framework provides several benefits: (i)
visualization the concept proposed in logical arrangement, (ii) primary reference for discussion with the supervisors, and
(iii) providing direction of subsequent phase of research design.
