Abstrak

His study aims to formulate strategies for developing regional creative economy through capacity building and human resource (HR) innovation. The creative economy plays an important role in increasing regional income and generating new employment opportunities; however, its development often faces constraints such as limited skills, restricted access to technology, and weak cross-sector collaboration. The research applied a mixed-methods approach by combining a quantitative survey of 100 creative economy actors with qualitative interviews involving 15 key informants from local government, academia, and business communities. Data were analyzed descriptively using SPSS, while qualitative thematic analysis was conducted with NVivo. The findings indicate a significant positive relationship between HR empowerment and the competitiveness of the creative economy, with a correlation coefficient of 0.725. Analytical Hierarchy Process (AHP) analysis identified four strategic priorities: improving access to technology (40%), skills training (30%), business mentoring (20%), and stakeholder collaboration (10%). The study concludes that strategies focusing on digitalization and HR innovation are essential in building an inclusive, adaptive, and competitive regional creative economy ecosystem.
